Give the weakest and most untrained dwarf you have a candy hammer if you want a dwarf to dole out punishments. There are two ways to deal with a ton of Mussel Shells in Dwarf Fortress. First, you can use them at Craftsdwarf's workshop to make armor, jewelry, and other such Shellcrafts—which, in turn, you can use or trade at different places. Other than that, you can make a Dumping Zone near a volcano and dump the extra Mussel Shells.

1 Answer Sorted by: 2 When you don't have a prison, its kind of important to make sure that your sheriff or captain of the guard doesn't have ridiculous strength. When you don't have a prison, justice is handed out in the form of beatings and he may kill/severely wound dwarfs for trivial crimes.

I've taken the habit of immediately interrogating any visitors to the fort, and so far of the 60+ visitors in half a dwarf year not a single one hasn't been planning to steal artifacts or arrange a coup. Well, atleast my hammerer is content and occupied, going around from cell to cell executing the criminals.
